One review milestone for a large site

In January 2020, Boston City Properties reported that the Boston Civic Design Commission had approved the master-plan design for the former Suffolk Downs site. HYM Investment Group had acquired the approximately 161-acre property, spanning East Boston and Revere, in 2017 for a reported $155 million.

Design approval was not the end of review. The article described BPDA approval as still pending and presented a hoped-for 2020 construction start. The distinction matters: a favorable design decision did not by itself establish that every building could proceed.

Housing, open space and affordability

The master plan was described as approximately 10.5 million square feet, including 10,000 homes, 450,000 square feet of street-front retail, 50,000 square feet of civic space and 40 acres of open space. These were proposed program figures, not delivered areas or occupied homes.

Affordability was a central debate. The article described City Councilor Lydia Edwards’ concern about whether income thresholds would fit East Boston households. Its affordability counts and percentages were not internally consistent enough to present a verified allocation. The historical account preserves the policy question without assigning unproven eligibility rules or claiming the plan was fully approved.
