A reduction from 775 to 702 feet
The October 2017 archive described Millennium Partners reducing the proposed Winthrop Square tower height from 775 feet to 702 feet. The September 2017 revision was discussed in connection with aviation concerns involving the FAA, Massport and Logan Airport.
Submitting a lower proposal did not establish that every review or approval had been completed. The account anticipated further consideration of the revised height.
A mixed-use program at the garage site
The proposal would replace the former parking garage with residential, office, retail, restaurant and parking uses. The archive described approximately 460 homes and a Great Hall as parts of the planned program.
The developer’s explanation suggested that the reduction would affect office space rather than the condominium component. That statement described the revised plan, not a final measured building or currently offered home.
Shadow and public-policy concerns
The discussion also considered shadows on Boston Common and the Public Garden, changes proposed to state restrictions and the positions of city and state officials. Aviation review and the shadow debate were different issues that both affected the proposal.
This historical report does not state the law currently in force, confirm a subsequent approval or rank the completed building on today’s skyline. It records the height revision and unresolved planning questions as they were discussed in 2017.
