Harbor Towers Boston: The 2007 Special Assessment Explained
Chapters

The 2007 special assessment at Harbor Towers became a major part of the waterfront condominium development’s history. Boston City Properties’ December 2016 article described a large building-systems repair project and substantial charges to individual owners. This revised account explains that historical report; it is not a notice of a new assessment.

What the original report said needed repair

The article described repairs or replacement of electrical, ventilation, heating and cooling systems across the two towers. It reported a project bill of $75.6 million and individual assessments ranging from $70,000 to $400,000. Those figures come from the original article, not a current association statement or a quote for a particular condo.

The report also described disagreements among owners, a board election, a construction contract and a written question-and-answer document explaining the project. The original article did not reproduce the association’s financial records or the individual assessment notices. It therefore should not be used to determine a unit’s exact share, an owner’s payment history or anyone’s legal obligations.

Why a special assessment matters to a condo buyer

A special assessment is an additional charge separate from regular condominium fees. In this historical account, it funded a large repair project rather than routine upkeep. For a purchase, the questions are specific: does the unit have an unpaid assessment, what work is planned, and what expenses are included in the regular fee?

The 2007 project does not tell you whether another repair or assessment is planned now. Replacing major systems years ago is not a guarantee that the building will have no future capital expenses. Old sale-price ranges also do not establish the value of a condo offered today.

Harbor Towers in the original article

The 2016 article traced Harbor Towers from its early waterfront rental history to condominium ownership. It discussed the towers’ architecture, their harbor setting and the changes in the surrounding neighborhood. That background explains why the assessment attracted attention, but a buyer still needs information about the particular unit and the association’s present finances.

Questions to bring to your property search

  • Ask for the current condominium budget, reserve information and available repair or engineering reports.
  • Request the unit’s assessment notices and payment status, along with information about approved or proposed projects.
  • Have your attorney review the condominium documents and any assessment obligations before you commit to a purchase.
  • Compare the actual unit’s condition, monthly fees, parking arrangements and asking price—not the historical price ranges in the old article.
