The city has become a hotbed for new residential units thanks in part to its straightforward development process. The zoning laws for the area cover specific features such as setbacks, frontage, lot size, and a variety of other criteria. However, the city’s planning commission makes it relatively easy to create new housing that does not specifically meet the pre-established criteria by a process of submitting designs to the Zoning Board of Appeals. The design must then be approved by the Conservation Review Committee, which checks the proposed development to see if any specific features need to be altered to fit within the guidelines of the committee. The Historic District Commision Review reviews any projects that will be viewable from a public street, while the Department of Public Works checks properties that will need access to the town’s water supply. The use of a septic system is cleared by the Board of Health, and the Fire Department analyzes the safety protocols for all properties to make sure they include sufficient features to mitigate heat and smoke. A carbon monoxide detection system is also required for all new structures. All plans for proposed structures must show a floor plan, a framing plan, foundation and footing details, any attachment details, and energy and insulation details. Once the initial requirements for a permit are cleared, the city issues a permit in two parts. The first part of the permit, known as a foundation permit, allows the construction of a foundation, at which time the city will review the foundation to make sure it is up to code. Once the foundation has been approved, the remainder of the structure can be erected with an official building permit.
