Lots of big changes have been happening over in East Boston, and that is especially true about the area of Orient Heights. 16 Boardman Street, which is next to Noyes Park and currently the site of a two-family home, is about to undergo a major transformation. When it is all said and done, this new project will create a three-story condo building that will house 16 condo units. This new project is being developed by Patrick M. Mahoney of 16 Boardman LLC, a company that was obviously created for the express purpose of developing this condo building. It will be located close to the MBTA Orient Heights Blue Line station, so it will offer easy access to public transportation, which is a big plus. The building will sit on a 12,784-square-foot lot, and it is expected to have a tiered design. It is being designed by Neshamkin French Architects. So far, mockups of the finished design have not been made public.
Although this project is still in its infancy, we know a little about what the developer has in store. The condo building will include 19 condo residences, and the project is slated to cost around $6.2 million. Two of these condos are earmarked to be affordable units. The rest are expected to be offered at market rate. Although the developer hasn't released extensive details about the building just yet, it is expected to include a meeting room and an exterior deck. The lower level of the building will also include a parking garage that can accommodate 27 cars. Residents of this building won't have to worry about finding parking on the street, which is a huge perk for this part of the city.
Of course, this project isn't the only one that is changing the face of this section of East Boston. Back in December, ground was broken on Phase One of the redevelopment of the Orient Heights state public housing development. The development, which includes 331 units, was built in 1951. In the nearly 70 years since then, the development has understandably fallen into disrepair. At this point, repairing and renovating the development just isn't enough, as the disrepair has become too extensive. In fact, this property is considered to be the most distressed one in the Boston Housing Authority's state-funded portfolio. There is no question that something has needed to be done about the state of this development for some time, and it is finally happening.
The development has been owned and managed by the Boston Housing Authority since it was built and opened. Plans for the redevelopment of this public housing development first started back in 2008. Due to the complexities of the situation, it has taken this long for the project to come to fruition. It is a very ambitious one, as it involves demolishing the current development and building an entirely new one. Given the amount of work that needs to be done, this project is going to unfold over a number of years. Phase One is in the works, but there is no word on how many phases will have to be completed for the project to be finished.
Phase One of this project calls for the demolition of 90 units as well as the demolition of a decommissioned boiler plant that is on the property. From there, 120 new units of affordable housing will be constructed. There will be four clustered townhouse-style buildings with 10 units each, which equals a total of 40 units. There will also be a mid-rise building with an additional 80 units. All told, then, there will be 120 new units here when this phase of the project is complete.
Between the redevelopment of the Orient Heights public housing development and the new condo building at 16 Boardman Street, East Boston is going to look a whole lot different before very long. Local residents are excited and enthusiastic about the changes--especially about the redevelopment of the public housing development, which has been regarded as a major eyesore for some time now. The nice part is that the new residential units will be affordable housing, so they will continue to be available to residents of the city who have lower incomes.
